The Research Institute of North-eastern Art and Culture(RINAC) established in 1970 as the North-eastern Art and Culture Cent. In 12 November 1986, after more than a decade of work dedicated to help improve the research infrastructure, foster and broaden public debate about cultural policy and provide timely information and news. The State University Affairs promoted the center as the Research Institute of North-eastern Art and Culture in 1986 the announcement as such was appeared in the Government Gazette, special edition, volume 103 , section 198, pages 9-10. It is now situated on the campus of Amphoe Muang, Mahasarakham province.
The Institute is dedicated to nurturing and promoting cultural ties between the local culture to nation’s cultural achievements, and through exposure of Isan artists and scholars to Thai culture.
